Instructions
Prepare the Mashed Potatoes:
Mash the boiled potatoes with butter and milk until smooth and creamy.
Season with salt, pepper, and add dill or parsley for extra flavor. Set aside.
Cook the Minced Meat Filling:
Heat olive oil in a pan, add onions, and sauté until soft.
Add garlic, bell pepper, and cook for 2 minutes.
Add ground meat, cook until browned.
Stir in tomato paste, paprika, salt, and pepper. Simmer for 5–7 minutes until thickened.
Assemble the Casserole:
Preheat oven to 375°F (190°C).
Grease a baking dish and spread half of the mashed potatoes on the bottom.
Add the minced meat mixture as the second layer.
Cover with the remaining mashed potatoes, smoothing the top.
Add Cheese & Bake:
Sprinkle shredded cheese and Parmesan on top.
Bake for 25–30 minutes, or until golden and bubbly.
Serve:
Let it cool slightly before serving. Pair with a fresh green salad or pickles.
