Ingredients
For the Potato Layer:
5–6 medium potatoes (peeled and boiled until tender)
2 tablespoons butter
½ cup milk
Salt & black pepper (to taste)
2 tablespoons chopped dill or parsley (optional)
For the Minced Meat Filling:
500 g (1 lb) ground beef or lamb
1 medium onion (finely chopped)
1 red bell pepper (diced)
2 cloves garlic (minced)
2 tablespoons olive oil
2 tablespoons tomato paste or ½ cup diced tomatoes
½ teaspoon paprika
Salt & pepper (to taste)
For Topping:
1 cup shredded mozzarella or cheddar cheese
2 tablespoons grated Parmesan (optional)
