Ingredients

For the Potato Layer:

  • 5–6 medium potatoes (peeled and boiled until tender)

  • 2 tablespoons butter

  • ½ cup milk

  • Salt & black pepper (to taste)

  • 2 tablespoons chopped dill or parsley (optional)

For the Minced Meat Filling:

  • 500 g (1 lb) ground beef or lamb

  • 1 medium onion (finely chopped)

  • 1 red bell pepper (diced)

  • 2 cloves garlic (minced)

  • 2 tablespoons olive oil

  • 2 tablespoons tomato paste or ½ cup diced tomatoes

  • ½ teaspoon paprika

  • Salt & pepper (to taste)

For Topping:

  • 1 cup shredded mozzarella or cheddar cheese

  • 2 tablespoons grated Parmesan (optional)
